The radio bearer establishment procedure is initiated when the upper layers in the mobile station need to set up the transport and physical channels to accommodate the traffic flow from the upper layers. This procedure starts after the UTRAN performs the admission control and selects the parameters for the transport (i.e., transport format set) and physical (i.e., channelization coding) channels.
